They've noticed that, since WhatsApp is closed-sourced (meaning it's built behind closed doors), nobody really knows how they implemented the encryption protocol. People who care about the Signal Protocol, which is how WhatsApp encrypts your messages, have noticed this problem long ago. People can't see inside the tube and so they can't see what you're sending each other, but they may very well see when you pick up the tube, who are the people using it, and when you slide stuff through it. You can imagine end-to-end encryption like a PVC tube that you and another person hold and use to send each other stuff. Your meta-data includes the times in which you open WhatsApp, who you talk to (which, again, is not the content of the chat), and other data that is outside the scope of the end-to-end encryption. The content of your messages are largely safe*. So how does Facebook feed the profile they've got of you through the usage of WhatsApp? Isn't WhatsApp end-to-end encrypted? Yes, it is. Sure, but you said you are not a Facebook user, so why should you worry? Well, they have a profile for you based on your WhatsApp usage. How do they build it? With plenty of data that you give the company whenever you log in, whenever you press a "Like" button on a Facebook post, scroll through a feed, or otherwise interact with any of their services. To target you, they build an extremely detailed profile of you. Why? Because Facebook's business model is to sell targeted ads. Answer: One of the most important things this update is doing is establishing the rules governing the usage of meta-data, which has implications for any Facebook service including WhatsApp.
